Default CA - Newport Beach propose on new regulation for boat paint

Boat US just emailed me that California is putting out craps again. Newport Beach is proposing new paint regulation. This is what I received from Boat US.

Dear Southern California BoatU.S. Member:

The Santa Ana Regional Water Quality Control Board is holding two workshops to take public input on setting limits on the discharge of copper from antifouling paints on boats in Newport Beach Harbor. These changes could lead to new copper-reduction programs that will mandate boat paint conversions, new hull cleaning practices, hull cleaning certification programs and other measures that could increase the cost of your boating. It is important the Board hears from boat owners on the potential impacts this would have on your vessel and time on the water.

There will be two workshops:

May 9, 2019

Some issues to consider:
  • Boat owners need effective, affordable and available antifouling paints because they are a key tool for preventing the spread of invasive species.
  • Additionally hull fouling reduces engine efficiency leading to higher fuel burn.
  • While copper-free alternatives exist, they do not work for every boat and operating profile.
  • No toxicity associated with copper has been found in the last eight years in Lower Newport Bay. The City of Newport Beach has engaged in five studies to measure the presence of toxicity associated with elevated copper concentrations and none was found.
  • The state of California is already taking significant actions that will lower dissolved copper in the Bay. In 2018 the California Department of Pesticide Regulation (CADPR) adopted new regulations that limit copper concentrations in antifouling paints. It is expected these will reduce dissolved copper concentrations by 30% after about five years as boats convert to the paints over time. The effect of these changes should be reviewed before adopting any measures that would place additional restrictions on antfouling paints and higher costs for boat owners.
Representatives from BoatU.S. and the Recreational Boaters of California (RBOC) will be at both workshops. We hope you can join us for these important meetings.

They won't stop at Newport Beach. They'll spread the expensive cost disease throughout California.
