Default Fixed trailer wheel with no lugs removal help

I have an old boat trailer with some very old wheels on it and I cant remove one. I believe they are fixed wheels meaning there is no lugs just a nut that holds it on and a cotter pin. One of them I cant remove though. I removed the cotter and nut but the wheel is locked on and I cant slide it off. Am I missing something? They other side just slid right off after removing those parts but this side won't budge. This trailer is really old so I'm not sure if there's a step I'm missing. Any help would be appreciated. Thanks in advance.

Is it a two piece wheel with bolts and nuts out next to the rim of the wheel? The two piece setup lets you remove the tire and outer rim while leaving the larger hub on the axle.

Sometimes the hubs can get stuck. It could be that the bearing is stuck on the axle. I would first see if you can remove the washer and outer bearing that is visible when you remove the large nut.If you can get the out bearing out and it still will not come off the the inner bearing is probably stuck on the axle shaft. So, you are going to have to get the wheel off while leaving the inner bearing and axle seal on the axle. It will take a lot of persuasion to pop the wheel out of the hub.

Sounds like bearing stuck on axle. Heat and a big hammer will convince it to give.
