Default Shallow Water versus Deep Water Grouper??

I see federal regulations differ between the two but for the life of me, I've not been able to figure out what defines one from the other?

Ahh.... maybe it's just a definition thing.

(5) Other Shallow-water Groupers include rock hind, red hind, black grouper, yellowmouth grouper, scamp, and yellowfin grouper.
(6) Deepwater Grouper include misty grouper, warsaw grouper, snowy grouper, speckled hind, and yellowedge grouper.
