Santo Domingo is pretty crappy from what I've been told by those who've been there. The historic district is safe, but outside of that it's rough. Punta Cana seemed very safe when I was there in April. It's got a ton of development, but not a lot of business. I talked to locals who said the same. They keep building stuff, but the existing stuff isn't more than half full ever. Strange. Seems like some people have a lot of money and need something to do with it....

Panama is going to have the best fishing hands down.

Another option I cant believe no one has mentioned is Puerto Vallarta. More consistent and better fishing than Cabo. Also, there's 2.5-4.5 day trips to the Tres Marias Islands which produces the largest yellowfin in the world. It seems more trips than not catch 300lb yellowfin and the average size is probably 250lbs. Insane fishery.

Just read Alan Tani's report thread of his trip. Some huge Tuna were caught. Thanks for your suggestion.
