Can the scratches below the Beach Music decal be wet sanded out or are they too deep and require a gel coat repair?

It all depends on the depth of the gelcoat. If you have a lot of material to work with, then it can be repaired with a wetsand and buff. One thing to watch out for is the color change that can come with this process. Since you'll be removing the top layer of gel and revealing the "fresh" layer underneath, it might have a slightly different color then the area around it after repair. It's up to you to decide if that's worth it. There are tools that can measure the thickness of the gelcoat, which can help you make a call.

If you choose to go with a gel-coat repair, the hardest part will be color matching the surrounding gelcoat. Once that's done, it's a simple to mask off the area and shoot the gelcoat, followed by a buff.
