I'm not familiar with Florida regs, but had a boat registered in VA while I lived in WV. Had to pay usual property tax in VA. If the boat stayed in VA it was to be registered in VA.

I took a second look at the photos and I'm not a professional. But I believe that boat is a pile of rotted wood and is not worth any more than what hardware could be salvaged off of her.
