Some great advice here, thats why I recommend asking if things were rebedded and looking at the wiring. Its a shame the rod holders were never rebedded. Most people dont bother sadly.

If the batteries are fine, it could be the wiring. Did you check the voltage at any other positions? Whats it getting at the motors? Did you notice any corrosion on the battery cables terminals?
