Take the telltale fitting out of the block and see if it pees then . I have a 15 Hp that a bunch of crud was behind the Npt fitting , blocking it.
Id do this before tearing stuff back down.

I say treat the gas with a storage rate of stabil and add fresh non ethanol to tank to stir it up
Run it awhile to get it thru the entire fuel system and turn off the key.
You want to keep the fuel...

You could maybe pressurize it through the drain plug fitting, low pressure and use soap bubble solution the find the leak? One or two psi ?

There is no way to check the mounting height from that picture, do it just like this with a straight edge or long level on hull bottom and engine plate trimmed parallel to it

The water level needs to be covering your pump for proper priming and pumping at idle.
The same level as it is when on the water..

You may not be filling the block completely, the gauge sender is probably not what the engine controls are looking at.
A sender that is not completely immersed in the water flow will read low....
