Change your filter and see if there is water in the fuel.

I've always heard 1' per 10' of boat as a rule of thumb. So, I would say something in the 24" - 30" range would be a good fit. 18" is much too small.

Of course, there are variables to consider. Do you run your boat 20 mph or 40 mph? How big is the flag? I would say a 24" flag is about the right size for your boat. 30" max. 4' would be overkill...
