I don't think you need to move it as much as you think. If it is 4 - 6 inches out of level, don't you only need to move it 1/2 of that? Since as one side goes down, the other side is also going up.

If the transom is doing OK with the bracket where is currently is, I suspect that the transom is good enough to move the bracket up. It would be a pretty big job, so jack plates might be easier.
