I just put a sea star pro 2.0 on my Parker 23 with a single Suzuki 175, It is harder to steer than I would prefer so I would say you should probably go with the 1.7.

Fast/Slow, in my opinion this is not a question of technique or a dull blade. You just really shouldn't use a mitre saw....
