I did one of the sliding undermount ladders as posted above. 4 step model does make it easier for less athletic people. I used 2" square fiberglass tubing for spacers, worked great.

Sounds like it's just running poorly. That oil sheen is unburned fuel, same with the smell. You probably don't need a new engine just get that one working properly.

If it's gas they should be FWC crusaders, and it's straight shaft inboards not outdrives.
It's slow maybe 16-18 cruise and uses a lot of gas...
