I don't think it's possible to over oil just one cylinder. That model number is a 1998 motor. You could swap injectors to see if the missfire follows it.

The only thing that I would try is to hit the primer/choke around that rpm to see if it makes any difference to see if it is fuel related, like a clogged carb.
