Well, I got it. I removed the tiller handle and what looks like a key way fell out. I don't see anywhere it went?? Replace tiller handle and throttle opens fully now. That piece that fell out way...

No cable, just rod and a couple plastic gears. It's weird because it act's like it's neutral, a hard stop about 1/2 throttle to protect from over revving(I assume?), but with tiller rod disconnected...

I disconnected the rod from the tiller to timing/throttle plate thingy and YES I
can open throttle fully manually. This rules out linkage adjustment, must be in tiller itself, no??

I've done this. The only thing I see is an electrical switch being engaged when shifting into fwd...I think this is the neutral safety switch???

When motor is in gear, I can't get throttle past the halfway position like it's still in the neutral position. I don't want to start messing around with linkages. Can someone please tell me what to...

never got PM...

When I fished these exact boats they were powered w/Mercury 200's 2 strokes with 4-5000 hrs! They took the 200's from the 25 Sea Ox W/A's that the OM's replaced.

Wow! I have actually fished that on exact boat many times in Diego Garcia. $95 for a half day charter, just had to supply your own lures. OM's 31 replaced 25' Sea Ox's which were only $45....good...
