I have seen first hand and heard many stories about moorings failing. Unless its your own mooring and you have proof it is well maintained it really is a crap shoot.

There is a 3" cut, looks to have been made with a sharp knife. I think that the yard that was working on my friend's big boat / winter storing it cut into the dinghy when removing the shrink wrap.
