Motor will run silky smooth on 5 cylinders, no vibration, no codes, on average 1000 RPM and 10 MPH slower then you would expect.

I would remove that bolt, trim the motor all the way down, and see if it is making contact with something it shouldn't. (like the drain plug or transom or something)
it is not normal to have a bolt...
