Sounds like either the kill switch or neutral safety switch. Try moving the shifter around while the key is turned and see if the starter engages.

Yes. In reverse, and with the neutral button engaged, the throttle works fine. It only doesn’t work when going forward in gear. The throttle physically won’t move forward after shifting into gear.

The kill switch is also new.
