clean it up by sanding it larger than the issue, Get some professional advise then. It looks like a resin patch plus gel coat fix to my eyes. better show a little more distant picture.

you can add a pressure/BOOSTER pump OR A PERMEATE PUMP(after the r/o before stoage tank, just for the r/o system.(CHEAP FIX) The pre filters you added do cut down on inlet pressure to the membrane.
