I would go with 27 if they fit (slightly longer than the 24s).

31 is overkill for a 21...

Definitely DO NOT try to run that fuel as is. It’s too late for stabilizer. You need to either polish it or get rid of it. I’m not an expert on that, so hopefully someone else will chime in.
