Default Lower unit oil change not taking full amount of oil.

Hello. I have 2018 DF200 motors and went to perform my lower unit oil change today. I removed plug # 3 (bottom plug) and then plug # 2 (“oil fill“ plug) in an effort to drain all of the oil. Once I let it drain for a good 5 to 6 minutes the stream was little to none. I then hooked the oil pump to the bottom of the unit (plug 3 hole) and began pumping.
Per the manual, it should be taking 37 ounces of oil. It only took 22 ounces of oil before it began to drain out of the plug # 2. This is the “oil fill” plug so I assumed it was full. Why would it fill up early If it should hold 37oz? It did the same thing on the starboard engine too. I did this maintenance with the motor trim Between 15degrees and all the way down. Should I fill the oil when it is more horizontal? Thank you in advance.

Update: drained all oil again and let drain for 20 minutes. Only 32oz came out. Put back in exactly 32oz before it started to drain from plug #2 (oil level) took no more...is this OK?

Just a thought, try trimming the motor at different levels....amazing how much more will come out.

I did that multiple times and still only got 32oz

The gear oil needs to be filled up to the top most gear oil screw when filling, this will allow fluid to get into small cavity's once settled. If you only fill it to the middle hole then its not enough, this is merely a level check hole after the gearcase has been filled to the very top and let settled for 10 min.
Personally I fill it to the very top hole with a hand pump, let it flow out a little to allow air out then put the screws in. You can not fill it with a pressurized canister, this introduces to much air and will have a short fill.
