Default Electronics Cutting Out

i have a 20’ center console with a Johnson 140 four stroke (df140)

I recently noticted a low battery signal on my standard horizon VHF.

Last night I was idling at the mouth of the harbor and my chart plotter , radio, and VHF all shut down.

I put the boat in gear and a few minutes later I was able to power up the chart plotter and VHF. The low battery warning was still on the VHF
The voltmeter gauge on my dash constantly shows around 13v.

i have a brand new starting battery.

The boat oat also has a blue sea ACR.

any thoughts to help trouble shoot?

Bad ground (rusted), or loose connection?

Do you have one battery or 2? Check connections first. If everything is going off then it's either at the battery or and a fuse block that they all tie to. If all seems well get the battery checked. Just because it's new doesn't mean it cannot be bad

2 batteries. I will double check the connections on the battery end, then on the terminal block.

I would start by looking for loose or bad connections. While looking at the wiring I would also check for excessive corrosion on terminal ends and connectors. Typically speaking the ground side is more prone to issues but its not a guarantee..
