Default starter or solenoid??

I have a 2001 yamaha 150hp ox66 and having trouble diagnosing starting problem.. there is one click everytime i try and start the motor with the flywheel turning very slightly... i just installed new battery cables. when cranking I'm getting 5.5 volts at the starter and 0 when not trying to start and I'm getting 12.5ish volts going into the solenoid, is there anything else i could check to help figure this out?

On the hot side of the solenoid you get 12.5 Volts. That looks good. When you start is there still 12.5ish volts? Or does it drop there tot 5.5 also? If not, look at the other side, from the solenoid. If there is 5.5 and on the hot side 12.5 the the solenoid is bad. Otherwise there is a bad connection elsewhere. Follow down the lead until you find the bad connection.

With water, had a leaky access port which was above fuel sender, long story short water made its way past both fuel water separators and into the motor. Didn't find this out for 10 months( yesterday) able to turn flywheel with lubricant and have been spraying lubricant in there for the past day so help free it up.
