I remember seeing that you could make them do that, but I don't remember how.

Not sure what you are referring to. AIS aids to navigation? Or maybe RACONs?

Nav Chart Menu>Chart Setup>Chart Appearance>Symbols

and then IIRC one or two more menu levels

Do they only flash after sunset? I enabled this today (I think) but see no difference.

I tested mine after sunset, so I am not sure.
