Default creating .gpx file to import waypoints

I would like to create a .gpx file with a bunch of the local AR's, Wrecks, Ledges etc... from information published online. What is the quickest/easiest way to do this?

How do I format the latitude/longitude?

In excel would the columns look like this

Col1: Name Col2: Description Col3: Lat Col4: Lon

Search and find a GPX file, use GPSVisualizer to convert it to plain text and then you should understand how the input format should be. I just tried it and it looked good, but I don't have time to document it.

Andren.Costs very little compared to it's utility.It can combine csv,excel,txt and just about any GPS format in single or multiple files and upload or download direct from GPS machines.

I just did exactly this same thing you are doing using gpsbabel. It has a command line interface which may not be as user friendly as some of the options mentioned above (i haven't used any of those), but it seems very powerful. You can define your own input and output formats and convert between them or use any of the built in formats, like gpx for example. I defined a csv input format and converted all my waypoints to gpx from the csv files I created and then loaded those gpx files into Garmin chartplotter. If the other options mentioned don't work for you for some reason, I'd be happy to document the process for you if you can't follow the gpsbabel documentation from the site.
