AC shore power question

Default AC shore power question

A friend of mine has a boat with 2 110VAC 30amp shore power inputs. In the wiring I found that the neutral white wires from each input were connected immediately upon entering the boat. I didn't think this was proper and even dangerous. Am I correct? (The boat uses 120vac for all devices.

As long as it is just the neutrals connected all is ok. Do NOT connect ground to neutral. While your house has ground to neutral at the breaker box your boat should not!

How do I know that, with each neutral wire being AWG 10, that one won't carry 60A and the other 0A, given that the input AC is 30A from the dock?
How do I know that the line AC in's are in phase? If that's the case then can't the neutrals possibly carry up to 2x the 30A current (say if one neutral opened or had high resistance at the connection to the boat)? (To protect for this, the neutrals would have to be connected after a breaker, which they weren't).
Is it a valid assumption that the dock power is split phase 240 and each 120 leg is coming from each side of the split phase?

*E-8 ALTERNATING CURRENT (AC) ELECTRICAL SYSTEMS ON BOATS*
E-8.5.5 When more than one shore power inlet is used, the shore power neutrals shall not be connected together on board the boat.

No they should be going durectly to there own main double pole breakers. Then to their own buss bars for loads.
