Default NSE 12 - Using at Home AC/DC converter?

I have an extra power cable for my NSE 12 so i can turn it on at home and work with the settings and for pulling waypoints off and onto my home computer. The problem is, I get no power with my setup (see attached)?

Any thoughts? I know the Blue and Yellow cable doesn't need to be hooked up in order to receive power. Or, that's how I take it from the manual, and how it is hooked up in my boat. My thinking is that the converter isn't providing enough juice for the NSE to power up? I currently have a 3 amp fuse inline, but it hasn't popped. So, I plan to replace with a 5 amp fuse.

Also, when I plug in the cigarette lighter style plug, the plug lights up red, so that tells me current is flowing from the AC/DC converter.
