Default Question about tilted element re-install

Just wanted to check in here with the local experts before I started this job.

Yesterday I had the boat out and noticed I had a malfunction with the sounder. Would not give a reliable reading.

This morning I started to trouble shoot and found right away that my tilted element seemed low on oil and then I noticed the epoxy or other glue was coming undone. With little force it came undone.

It looks like a straight forward fix: Clean up the surface of the hull and sand and prep both the hull and the element, epoxy, then fill with mineral oil. Is this right? I didn't install it... it was a dealer install in 2005..... lasted 3 years.
