Default telephone to vhf interface

I am involved with the oversight of a national marine sanctuary located about 100nm off the texas coast. We are looking for a way to communicate with boats who are in the sanctuary, but land based vhf doesn't have the range. However, we can place a vhf radio on an oil platform located adjacent to the sanctuary. The oil rig has rock solid telephone communications and internet communications capability. If there was a black box we could interface between the telephone network and a vhf radio located on the platform we could solve the problem. Similarly, something which could interface between a PC audio out and microphone in might do the trick. Has anyone ever come across an interface device with that kind of capability?

Something like this might work for you. You may need to get a duplex system going.

Once again, you get into the legalities of land-based stations (the oil rig), not to mention the highly unlikely ability to be licensed to use a repeater in the marine radio service. A remote simplex station controlled by a phone link (like a repeater controller)? Maybe. But without a proper license, a station like that would attract NOV's before you could say "Fine me." IF you are part of a federal agency, the FCC might even help you.

Erect a 75' tower in the sanctuary and get a license for the station.

Sounds to me that since it is a marine sanctuary, the only boats you will need to communicate with are the ones maintaining the sanctuary.??? if that is the case, you can use other VHF systems instead of MARINE VHF. Look for business band or even GMRS systems.
