Default Fuel/Tach/Volt Guage In-Op on 2006 Angler 173 Bay Boat

The guages do not work at all. I also wasn't able to obtain an on-line Angler operators manual. I'm not sure if the entire unit is faulty or it is another problem.I looked very closely at the unit when I turn the volt meter works, but the gas guage just moves slightly, but doesnt show how much fuel I have. The tach doesnt move at all. Any advise on how to troubleshoot this problem would be greatly, greatly appreciated.
