Is there a problem with bringing in a single fish that weighs more than the remaining quota? Gotta turn loose that 446 lber and try for a 438 or no issue there?

You keep it.

If it's over 440 lb they MAY subtract overage from next year's quota.

Maybe.

I contacted NMFS directly. I believe the Southeast Regulations office is who monitors the incidental catch quota.
