Throttle Control Unit

Default Throttle Control Unit

Due to a busy work schedule, a problem with my boat lift, and replacing the canvas on my t-top, this weekend was our first weekend of the year to take our boat out. Initially I could not raise or lower the engine from my throttle control, but I could do so with the up/down button on the engine. After letting the engine idle in my lift and charging the battery all seemed to be good. Took a few trips, but then yesterday I could not lower the engine from the throttle control...only raise it (which in my opinion is the most important due to the sandbars near my house. This is probably the original throttle control unit and it has given me some problems in the past. Looks like I can purchase a new throttle control for around $350 on Amazon, thus I have two questions:
1.) If I change the throttle control am I likely to solve the problem?
2.) How hard is it to replace the throttle control?

What engine? Easier to just replace the switch. Squirt WD40 in the switch and switch back and forth. Probably just a little corrosion.

I've got a 2 year old Mercury Optimax on a 1999 Hydrasport. The throttle doesn't look like any i've ever used...instead of an up/down button, there's a small tab/switch that goes back (lowers the engine) and forward (raises the engine).
