Our town has a 6-foot height limit on privacy fence. One guy built a 2-foot dike then put a 6-foot fence on top. City made him take it down.

IIRC we had a HOA thread a few years ago where a neighbor complained about being able to see a guys boat T-top which violated the covenants(same situation for many years and no previous complaints). Since there were no height or material restrictions for fences the said boat owner tacked 8 foot plywood sheets to the top of his fence, hiding his boat and obscuring his neighbors view of the water.

Problem is that HOA can amend the rules anytime they want .

All depends on the structure. There are rules that apply to the board regarding making rules. For instance in ours the board can only propose rule changes, which have to be voted on. Requires a huge threshold of participation and agreement by the owners to pass. Almost to the point of being impossible. The boards hands are to a degree tied on purpose, so that we can't easily do stupid stuff.
