Moved into a new to me house a few months ago and have a great yard that I thoroughly enjoy. However, my neighbors have a rather aggressive little PITA dog. Not sure of the breed but they have told me he got out once and bit a neighbor.

He is quite aggressive and every time I am in my yard he will not stop barking, it is really ruining my ability to do yard work, work on boats or just enjoy any peace and quiet.

Neighbors have a split rail fence to keep the mutt from getting out but what I would like to do is talk to them about some kind of visual barrier that will block him from seeing me and then hopefully keep him from barking. Maybe just up one or two rails so the little bastage can't see me.

Any suggestions for something that will be a visual block but also look decent?

No, you do not want to see pics of the neighbors wife and no, I do not want to harm the PITA devil mutt in any way

I have a non-next door neighbor that has installed some sort of fabric on their chain link fence in hopes of keeping their two chows from barking at everything that walks past their house. The fabric is definitely made for this purpose - attached with zip ties through grommets, kind of like a tarp. It looks OK (hunter green color). It doesn't work by the way. The dogs still bark at everything.

Do you have enough room to plant some thick hedges?

If just put up a 6 foot wood or vinyl fence

Buy them a bark collar as a gift. Leave it on the porch, maybe they will get the idea.

Just get your wife to spray the little shit with pepper spray in a moments notice while you simultaneously pull your crocodile Dundee knife at the same time your threatening the neighbor about the dog. Problem solved.

i have a collar for my dog that will work over a mile away! it will also drop him to the ground if i turn it all the way up!

so you could literally be a few blocks away and zap the little shit, but of course you were not home, so couldnt have been you!

Hand held air horn. Just blast the sucker whenever he barks. He will get the idea - or the neighbor will.

I like dogs more than I like most people. Having said that, there is no way I could tolerate a neighbor's dog barking at me non-stop while I am trying to enjoy my yard.
This is more of a dog-owner problem than a dog problem. If talking to the neighbors did not get it resolved, I might be inclined to invest in some pepper spray.
I don't think trying to block the view is going to accomplish much.

I like this kind of product. If the neighbors aren't training the dog, you do it. When the dog stops the barking, explain to your neighbor how you got it to stop. That way, you solve the problem and perhaps teach the neighbor something about being neighborly, respectful, etc.
