In the town I live in you are not allowed to have a gravel driveway meet the road, you have to have an asphalt pr concrete apron

Let it rain. Collect gravel from street. Dispose of gravel. Rinse and repeat until either A. no more gravel washes into the street or B. no gravel remains. Your neighbor obviously does not care about the gravel so it is free rein once in the street.
This.

Not really that embarrassing at all.

There's an old man down the street who has one of those fancy commercial Gravely toys - about $8K. He's got a thing for my wife and always stops to talk when she's out on bikes with the kid etc. One day he asked why the grass was so long and she told him I was in the throes of a wicked gout attack. For the last 2 years he's mowed and trimmed my front lawn. There's no stopping him. Says he likes it. Refuses payment but I do give him fresh fish when I can.

Neighbor used the wrong material.Should have used a road mix that has lime in it and will pack and stay in place. The kid riding on a county road could also be viewed as wrong.Having the gravel wash onto the road is wrong too.In one sense, the neighbor created a dangerous condition and could probably be sued for damages related to the injury, but the kid could probably be cited for riding on the road.Work it out with the neighbor.Adding some portland to the gravel would probably work.Escalating to violence should not be an option.

This is ridiculous. My neighbor is planting Leyland Cypress in front of my water view, that is being a dick. This is some stones in the street. Move on and lightly remind him it would be nice to see them picked up.

Some municipalities would consider the eroded gravel in the road to be creation of a public safety hazard...

Personally, I might drive my car over the gravel and - facing directly away from his vehicles or house windows - see just how much torque my car engine has from a standing start...

That sounds like a gold mine for a kid, encourage your kid to sweep them up into a pile and he'll have an instant bike jump. I would have gone nuts for that situation when I was a kid. Plus, your neighbor will get tired of the growing mound of stones in front of his driveway.

Sometimes you have to just let things go. I could nit-pick my neighbors all day long... and I'm certain they could nit-pick me. If you're too uptight you might need to move where there aren't any people.

Maybe it's just me thinking this, but sometimes s*it happens. I have forgotten the number of stitches, scrapes, cuts, bruises, and banged-up body parts that I got when I was a kid...it was part of being a kid. Nowadays, there's elbow & shin pads, bicycle helmets and helicopter parents. I know it's not a good thing to see your kid in pain, but it's a cut...and it probably won't be the last one he gets.
Grab a 6-pack, head over to your neighbor's house and sit down and work it out.

I must be to easy going, the kids next door are in my yard and leave balls, toys, etc. on my driveway and in my yard. I have come home to find our blacktop completely covered with chalk drawings of animals or whatever the kids wanted to draw. The only thing that I get a little pissed is the baseballs I have run over with my mower. This being said I would just put a piece of wood or whatever you need to do to keep the gravel from washing out on to the street. I wouldn't even ask about it, I would just do it.
agreed

This.
Also, since it is a town road what are the laws regarding kids riding scooters in the road?

Tar and feature the offended, and run him out of town on a rail.
We use to do stuff like that a lot, back in the day.
