The captain is always right - which is why you got fired. But in this case the captain was not right. You would have been in deep stuff if one of your transports had been injured while you were transporting them, regardless of who was at fault. Drunk passenger falls off jets, hits head, and drowns? You're hit by another boat who didn't;t see you? You hit a wall? You're in trouble any which way. The fact that you would be receiving the payment, not the captain puts you in an even worse position as captain's insurance would probably not cover you since you were "acting" independently. You did the right thing.

If you are talking about the CG Auxiliary, then that is THE wrong place to get real answers. You would have never been ticketed by the Coast Guard for that.

So now I'm curious as to the legality of someone who is not a licensed captain driving the jet ski with paying passengers while the captain is on a different vessel or ashore. It's still part of the commercial operation, and a non-licensed individual is doing it alone on the vessel. Is that legal?

You guys are losing it and OP is a moront. Here's why...

1) Where are the pics of the hose on the doc?

2) You were collecting the fee on behalf of the captain. If they didn't have $100 in their pocket the captain didn't want a bunch of deadbeats on his boat.

3) Self righteous millenials annoy me.

4) Name of captain cause I'm looking for a summer gig.

5) In the future ask yourself, what would Blew Rudy do? Do the opposite...

No, can’t see how that is legal.
I am running charters and had to work hard to make it legal: Join a random drug test program, keep an alcohol tester onboard, write emergency check lists,
get commercial type PFDs with automatic flashing strobe lights, ring for type 4, Light List, Charts, etc, etc. Too make sure I was in compliance I invited the USCG to come and check out my operation, inspect the boat and quiz me on regulations. (Called voluntary examination for UPV)
4 CG officers showed up and went over every little detail. All that to carry 1 to 6 paying passengers on a small boat, Don’t think the guy on the jet ski went through the same before he collected $100 bills for a ride. (Well, he refused, should have told the pax to pay the Captain, as others mentioned, but not sure that would be legal either, still a commercial operation being tied to the big charter boat.)

The captain was covering his ass by having the kid take the money. Bet your ass that guy would have thrown the OP under the bus had the CG pulled him over. Life lesson. Move on
