Default Authority to tap a mobile device

Someone I know might be a witness in an FBI investigation involving the theft of over $800 thousand dollars. A potential accomplice in the theft is married to a local Sheriff in Texas, not sure but he might be the chief.

Does a sheriffs office have the ability to tap a mobile device or does that have to go up the chain to federal approval level?

Appreciate any additional information you can provide. This person is now paranoid it has been going on for several months.

Tell friend to stay away from that Sheriff's jurisdiction. Depending on area of TX, the good ol' boy system may come into play.
