Default Legal to leave bouy in state waters?

Say you wanted to leave a bouy for something like attracting tripletail and/or cobia. Anyone know if it's illegal to leave bouy in state waters on semi-permanent basis?

If your in the state of Florida

Back 25 years ago every person is allowed to have 6 personal traps (check current regs).

Buy a cheap crab trap, make it so it is not killing crab if you are not going to check it regularly (open a trap door). Then put your contact info on the bouy and you should be good....

I've heard of people submerging FAD 5-10 foot below the surface but never floating on top.

Sure would hate to be responsible for someone getting the rope wrapped up in their props if they didn't see it.
