Default Do multiple story parking garage count the same as enclosed/occupied building storie

Anyone happen to know if you have a commercial building with parking above if the above garage levels are considered the same as if it were a multiple story building?

Had a guy with a builders license, not a GC license ask about this topic. Builders license is limited to 3 story. He asked if the parking above counts toward that limitation.

Sorry, should have added that part previously. It's a pain to thumb type on the phone screen.

Depends on the exact criteria but I would say that the parking garage counts as a story. The International Building Code also goes by height above the grade plane on certain building types (Podium Buildings)

Garage levels are a story.

Per 2015 FBC:

Story. That portion of a building included between the upper surface of a floor and the upper surface of the floor or roof next above.

Also counts in determining requirements for fire department access and in the determination as to whether a structure meets the requirements for a high rise. 1 occupied floor over 7 stories parking counts as high rise building if highest occupied floor level is 75' above lowest point of fire department access. Yes, parking levels count.

Gonna say if he could not find the answer to that one himself he should not attempt to build a multistory building above a parking deck......

He wanted to bid on one. I'm sure he found his own answer but happened to have asked me and I didn't know the answer for sure without looking either.

And that wasn't so easy to do at the time. I figured someone here would probably know.
