What in the hell were these people thinking and why do they think putting pressure on the State Department will yield an investigation for their kids murder?

I blame the parents

There are 60,000 Solomis in Minneapolis/St. Paul, more than any other US city. The young ones get "radicalized" and go back to their mother country to learn piracy and terrorism. For a mother to send her son there and expect a good outcome...
