Default Painting Advice Needed

I've never changed the color of a wall. I have to paint a dark maroon drywall light blue. I intend to two coats of a high quality paint either Benji Moore or Sherwin Williams. Should I put on a white primer coat (or maybe two coats) before applying the light blue paint?

tint the primer put on one coat then use one final coat of the light blue color
Dont buy the cheapest roller
Not a fan of SW paint, always ranks near the bottom on Consumer reports (I recommend Behr)
I painted house full time for about 4 years, part time for 5 more. Someone more experienced may tell you different, but for the average guy thats about as strait as you are going to get it.
