Ex-boyfriend sought in woman's slaying

When Carol Bowne felt the threat of domestic violence, the petite hairdresser took steps to protect herself.

The Berlin Township woman got a restraining order against a former boyfriend, installed security cameras and an alarm system to her home and began the months-long process of obtaining a handgun, friends said.

But it wasn't enough.

Bowne, 39, was stabbed to death in the driveway of her Patton Avenue home on Wednesday night.

Berlin Township Police Chief Leonard Check said Bowne applied for a gun license on April 21, and that she had inquired Monday about her request.

The application process typically takes two months or more as police collect information on the applicant, including fingerprints and reference checks. "We did not get the fingerprint information yet," said Check.

NJSA 2C:58-3(f) - ....The application for the permit to purchase a handgun together with a fee of $2, or the application for the firearms purchaser identification card together with a fee of $5, shall be delivered or forwarded to the licensing authority who shall investigate the same and, unless good cause for the denial thereof appears, shall grant the permit or the identification card, or both, if application has been made therefor, within 30 days from the date of receipt of the application for residents of this State...



Would the woman be alive if she was able to arm herself? Maybe, maybe not. But she would have had at least a chance to live.

It is by department. My original FPID took 7 months. I did a change of address 4 or 5 years ago and it took exactly 30 days. I just submitted another change of address and a few pistol permits the other day. we will see.

I have prior connections to NJ and I can tell you that their gun laws SUCK big time.

Ask the man from Easton Pa. That was arrested for having hollow point 9mm bullets in his car, but no gun.

I lived in NJ for 35 years and I can tell you a lot of incidents where people have waited for years to get a gun permit.

I was one of them.

You don't have to be a lawyer to realize this .

Sometimes I think strict gun laws sell more guns. I had to do a change of address. So I figured that i'm going through the hassle I should get a pistol permit and buy a pistol. Then i figure I should get 2 permits in case I am between 2 different guns. I ended up applying for 3 because why not. I'll probably end up using all three.

NJ we cant' have an adjustable stock. I am much taller than my wife. So I had to buy another AR for her to shoot comfortably.

This is one of the dumber parts of the gun laws in NJ. Not that I agree with it, but I can see banning folding stocks that shorten the length of a gun significantly, but the collapsing stock is such a nice feature to have. Even the difference between summer and winter shooting, the collapsing stock is a great solution for! Oh well.

You need a permit for each gun?

You need a Firearms Purchaser ID card that doesn't expire but does have your address on it. With that, you can purchase long guns at will. You have to apply for a Pistol Purchase Permit for each handgun you want to purchase. Pistol permits are only good for 90 days although you can ask for an extension.

The process is the same to get an FPID and/or Pistol permit. Background check, references, a couple forms and anywhere from a week to months and months of waiting. So most people get the 3 pistol permits even if not planning on using them.

i agree. An AR fully collapsed is still over the minimal length. What difference does it make?
