Default Help! - Anyone Know What These Are

I am a claim adjuster, I am working a liability claim and I need to know what these are. I am referring to the metal frame that is surrounding the friction tape/material. These were installed on wooden steps to hold the friction tape down. However the owner states he does not know where he got them from and what they are called.

They were not designed for this use, but rather improvised by the owner. They look like over-sized license plate holders/frames.

Lift 'em up and look at the backside. They could be something as simple as signs. DANGER or DO NOT ENTER. Flip them over and put the adhesive on the back side and screw them down. Is the metal aluminum? Steel?

I think you mean valve cover gaskets. They do look an awful lot like valve cover gaskets

look like just sheets of flashing.

or some metal rectangular sheet. the black grip tape just makes them look fancier than they are.
