Default Vintage? Tuna Harpoon + Dart identification, year, make, etc.?

Can anyone tell me who made this or when it was made? Picked it up last year at an estate sale, sure the darts are every where but the adapter isn't. Seems old, hard to date exactly.

the dart actually comes off, just like modern ones. The shaft has a hole in it which presumably was to put a nail through a wooden pole and hold it in place.
