I don't think I'd want the additional weight of cars on the upper deck......It's a cool design though!

No local authority or state govt will permit it as most of the coast is not freehold.

Also who in their right mind would live in such a place and as suggested above who would ever sign off on it?

I'd hate to have to wash the windows in that thing. With all the sea spray, seems it would be a weekly task, too.
