Default Ebay highest bidder, but seller will not ship

I buy some items on Ebay, from time to time. I have bought many original paintings directly from the artists. I am also a wanna-be artist. My feedback is 100%, as I pay within hours for my purchases.

So, I bid on an original painting on Ebay a few weeks ago, directly from the artist. From his website, it seems he is an accomplished tatoo artist who has recently started painting acrylics. It is a no reserve auction. No one else bids on the painting, so I win the painting. I immediately pay for the painting and shipping. A few days go by and I have not received the painting. I go into my Ebay/Paypal account and see the seller has refunded my payment. He left no explanation. I tried to contact him and he will not respond. I understand that many artists are primadonnas, so I guess he is insulted that he would have to sell his painting below his "perceived value".

When I go into Ebay to open a case, it states that Paypal will not allow them to open a case in regards to this purchase. So, what would you do, at this point? Give him terrible feedback on Ebay, explaining it all, to keep him from selling on Ebay? Call him out on a personal email and demand he complete his legal obligation? I am open to suggestions for experienced Ebayers.

Let it go,Ebay ect wont do anything, it will just take up your time and drive you crazy.

Life will come back and bite him in the ass.

I'd give him bad feedback.

Refused to honor auction results and ship to winning bidder.

Others count on your feedback so they don't get screwed.

If he cancelled the transaction and refunded you you can't give ANY feedback. I had something similar happen with some douche that took too long to ship something. Item was unshipped after it was supposed to have arrived.

I got pissy, he got pissy back, next thing you know he cancelled the transaction. I went to leave feedback and it was not possible.

I'd let it go, you won't get anywhere. Thems the breaks of dealing with Internet folk.

If it were me I would send him a personal e-mail, give him 2 day's to respond then hit him with the terrible feedback.

If he cancelled the transaction and refunded you you can't give ANY feedback.

I don't believe the seller can 'cancel' a transaction without buyer consent ... ;?

I would not hesitate to leave negative feedback. You might also try a phone call to eBay. Not that easy to find, but if you hunt about they do have a phone.

I believe there is a special way to report this. Once it happens 3 times or something the account is shut down

No longer correct. Its been a while since a seller could leave neg feedback for a buyer. I know, sounds crazy but can't.........

Post his user name. Open new accounts and buy all of his auctions, then don't pay.
