I was also leaning toward rivet or hammer drill. Possibly a type of spike/nail hammer?

appears to be covered in mortar/grout? I'm thinking a masonry tool used to hammer/chip out block.

Put the tip of yer pecker up against the little pointy tip and hit the trigger......

If it sucks yer nuts into the air hose, you;ll know it was a syphilis extractor....
