does a pregnant woman count as two people?

No... not until she pops, if she gives birth on the front seat, she is immediately eligible for the car pool lane. But then she will get a ticket for no baby seat.

I was wondering if I could get in trouble using the handicap stall in the men's room even though I'm not handicapped. When will it come to that?

only if the mom to be is willing to buy 2 seats on the airplane, pay the splitting charge at miyabis, buy 2 movie tickets, etc...

I use the hadicap stall all the time, I like the extra room it provides, also less chance my 2 yr old will touch anything!

I have heard of charges being dismissed after this argument. A cop would probably have probably cause to issue the summons though because without a physical exam it's not possible to be 100% certain the driver isn't just over-weight in an odd shape.

Taking a day off to fight the ticket probably costs as much as the fine so I suspect anyone who contests the charge with that argument is trying to avoid the points and an insurance surcharge for a moving violation.

Full rights in the USA are reserved for citizens. A fetus is not a US citizen. You have to be born to become a citizen. The rights of a pre-citizen (fetus) are a topic of hot debate.
