Default "Cap" concrete garage skirt & floor?

The concrete skirt for my garage is lower than the paved driveway, and also cracked, with the result that I get some pools of water on the skirt and a small amount of water back into the garage.

I am wondering if it would be feasible to "cap" the existing concrete with additional concrete with proper grading. Or do I need to remove the entire floor and skirt and start over? Would the cap crack under the weight of a car?

It will crack over time with moisture and the freeze thaw over time most likely.
