Default Best concrete / cinder block sealer

Trying to waterproof an outside cinderblock wall. Should I use something like this ?

or good old roofing tar ?

The wall will not be exposed when done, so it can be some ugly stuff

use a bituminous coating then follow it up with some type of felt paper or ice and water shield. Its outside so 6mil visqueen may also work. I recently did some block with sandset pavers above. The underside of the house was always wet. seemed to work good, but only time will tell I guess

If your backfilling the outside or one side, what is on the otherside/?
Are you doing this to prevent possible water intrusion or known, "been happening for years" water intrusion?

my cellar is on the other side, this water intrusion only happens when my downspout gets clogged and it overflows into the planter. From there it seeps in. It happened twice so far. So I want to seal the outside wall. The membrane is a good idea. I thought drylock was water soluble ? and not too effective ?
