Default Is there a way to find the owner of a landline number?

Just about every day, sometimes several times a day, my cell phone rings 1 ring or part of a ring, then shows missed call from 302-737-4310. Spent 20 minutes google searching for a reverse directory, but all the ones I've found want your credit card number.

Any free lookup sites out there?

Call ATT. Or call your wireless provider and ask them.

I have ATT and there is a place to enter numbers to do just what your asking.

Why not just keep calling the number until someone answers the phone.

Can you engage call block?

or

Call your telephone provider. There is a procedure for this that can be escalated into a complaint that involves your local police dept.

That number goes to Homeward Bound, it is a shelter. Give them a call, they will help you figure out who is trying to reach you.
